At street level, Erebus Prime is wet concrete, black glass, neglected transit, failing ventilation, expensive augmentation, lower-tier heat, and ordinary lives moving through systems they did not design.
Above and beneath that physical city sits a civic runtime of identity, access, guidance, surveillance, commerce, permission, and enforcement. The same door can be architecture, policy, and evidence.
